The decline in the numbers of domestic tourists and travellers was one major reason for this. Another reason was the fact that growth in inbound travel was focused mainly on major cities such as Amsterdam. This often means that inbound tourists do not hire a car when travelling in the Netherlands as driving is highly impractical in Amsterdam. Another major reason for the decline recorded in car rental is the tendency of tourists and travellers to limit their budgets whilst travelling within the Netherlands. Car rental is one of the first elements to be removed from holiday budgets in order to save money. Towards the end of the review period, many tourists decided not to rent a car in order to save money, with many others deciding to limit the number of days they rent a car for, and others choosing to book more basic vehicles, which are generally cheaper.
