Protectionist policies have long defined the market, and as a consequence local and international companies have been reluctant to invest in the country, resulting in underinvestment and a chronic lack of capacity. While recent moves suggest the government is finally becoming serious about reform, with elections duein 2015, the outlook for the sector remains as uncertain as ever.

Argentina's power sector continues to struggle and occasional blackouts across the country have highlighted the need for new capacity. In terms of generation, thermal-based sources, primarily natural gas, remain the cornerstones of the electricity mix. About 65% of electricity is currently generated from oil-, gas- or coal-fired power plants, with hydropower providing the next largest contribution, of 28%. Despite government efforts to diversify the electricity mix away from unreliable hydropower and costly thermal imports, including a recent deal with Russia to build nuclear power facilities, we do not expect to see a significant shift in the electricity mix during the course of our 10-year forecast period to 2023.

Nevertheless, the prospects for the sector have brightened significantly in recent months. Blackouts have thrust the issue of electricity generation into the political spotlight, leading to announcements of new investments by the government. We expect increased will lead generation to increase more rapidly in 2014 as new capacity comes...
