There is progress towards improving Yemen's fixed infrastructure with the first phase of the one-million new lines project" underway. This project is expected to be implemented by 2015 and will see the installation of 400,000 ADSL and telephone lines across the country.

In addition, new transmission stations are being installed to support WiMAX and it is planned that coverage will encompass all of Yemen by 2015. Yemen will also benefit from the construction of the AAE-1 and Sea-Me-We submarine cables which are to be constructed over the next couple of years.

Yemen's national telecom network has been modernised, with most major and secondary cities linked with fibre optic cable. Four mobile operators also ensure GSM and CDMA mobile services are available. Mobile broadband services are still unaffordable for much of the population.

While competition has been introduced into the mobile sector, there is no competition in fixed lines and very little in Internet provision. With Yemen's formal acceptance into the World Trade Organization in mid 2014; we should see further progress towards telecoms liberalisation in the future.

While many of the above initiatives are positive signs for Yemen's telecoms sector; on the whole the country faces significant challenges due to its political, economical and domestic insecurity. Yemen is one of the poorest countries in the Middle East. Heavily dependent on declining oil production, the economy faces impending hardship given forecasts of reserve depletion. Adding to its difficulties are heavy subsidies for items such as fuel and acute water shortages.
