The problem is that those customers did not process the refund and have been victims of a fraudulent return carried out by online criminals.

Fraud has risen by up to 37% this year based on suspicious returns. According to TurboTax, the IRS is ultimately responsible for rejecting a return and marking it is as fraudulent.

David Williams, Intuit's chief tax officer believes that fraud is going to exist no matter what actions the industry and federal government take. Williams said, "It would just push the fraud around. It would squeeze the balloon."

There is doubt with who the responsibility lies with filing a tax return as companies like TurboTax do not want to pay for added security and the federal government doesn't want to micro regulate each tax return.

No matter who is at fault, more and more people are falling prey to tax fraud.
