In 2007, Montenegro set a national renewable energy target of 25% by 2025. In 2012, this increased to 33% by 2020, in accordance with the European Energy Community agreements. In 2008, the Power Sector Policy Reform to Promote Small Hydropower Development in Montenegro project was carried out by the Ministry of Economy, through partnership with the United Nations Development Programme (UNDP) and the Global Environmental Facility (GEF). The project aimed to promote renewable energy projects and tap into the countrys hydropower and wind potential, along with other renewable sources including biomass, biogas and solar. A number of Small Hydropower Plant (SHPP) projects have been implemented in Montenegro in recent years (UNDP, 2013).
