Suggestions Released to Enhance the Development of Seed Industry

 

Guangzhou, Guangdong -- (SBWIRE) --06/23/2011 -- CCM - On 8 May 2011, 20 days after State Council releasing the formal "Suggestions for Accelerating Development of Modern Crop Seed Industry" (the Suggestions), State Council held the "Modern Crop Seed Industry Conference" (the Conference) in Changsha City, Hunan Province, aiming to discuss the details of the Suggestions and how to implement the Suggestions. Vice-Premier Hui Liangyu attended the Conference. Insiders from domestic seed industry said this Conference is the highest level conference in domestic seed industry, showing the government's strong determination to enhance the development of seed industry.

Vice-Premier Hui Liangyu said that the development of seed industry is an arduous and complex task. He pointed out that the governments at all level should conscientiously implement "the Suggestions". First, strengthening the R&D capability by encouraging breeders from research institutes and universities to work in seed companies and seed companies to acquire and merger research institutes; Second, encouraging the M&A in domestic seed industry to foster some big seed companies; Third, increasing the investment on seed production bases to safeguard the seed production; Fourth, strengthening the supervision of domestic seed market.

Before the Conference, Premier Wen Jiabao made important instructions for seed industry. Premier Wen reiterated the importance of the development of domestic seed industry, which is high related with the food security issue. According to the instructions from Premier Wen, Ministry of Agriculture is actively formulating the "Modern Crop Seed Industry Development Plan 2011-2020" (Development Plan).

Ministry of Agriculture started to formulate the Development Plan in 2010. At present, the draft of the development Plan has been finalized, according to an insider from domestic seed industry.

At present, the biggest challenge for China's agriculture production is drought on lower-middle reaches of Yangtze River. It is expected the drought will impact China's rice production seriously because the region is the major rice production in China.

Chinese government held Modern Crop Seed Industry Conference in Changsha City in May, which is the highest level conference in domestic seed industry.
As for GM crop, the government seems to be very cautious about the development of GM crops at present because of the strong objection on the commercialization of GM crop in the general public. The government invited several well-known figures to discuss issues about GM crop, aiming to collect various opinions about the commercialization of GM crop. Besides, the government started to survey the possibility of illegal cultivation of GM crop and asked breeders to clear up the GM germplasm resources.
To safeguard the quality and quantity of seed products, many leading seed companies are trying to build seed processing plant at present. Gansu, the most ideal region for seed production in China, is appreciated by most of the seed companies.
