In South Korea, cigarettes account for nearly 100% of unit volume of tobacco packaging, because sales volume of cigars is almost negligible and other types of tobacco products are not available. With Korean consumers' growing concerns about health, prevalence of smoking has decreased steadily and strict restrictions on public smoking have driven more Korean consumers to quit smoking or to reduce their consumption of cigarettes. In addition, major cigarette companies - British American Tobacco Korea Ltd, JT International Korea Inc and Philip Morris Korea Inc - raised the price of most of their major cigarette products from Won2,500 per pack to Won2,700 in 2011 and early 2012 and this price rise has adversely affected the sales volume of cigarettes in 2011 and 2012. Although the prevalence of smoking is falling in South Korea, the rate is still relatively high and major cigarette manufacturers have continued to introduce new products competitively in South Korea.

Industry Prospects:

In the forecast period the unit volume of tobacco packaging is expected to decline steadily due to the decreasing demand for cigarettes. However, the pace of cigarette sales decline is expected to remain at a moderate level. Over the review period, anti-smoking activists demanded a major increase in taxes on cigarettes to raise the cigarette price significantly. This is because cigarette prices in South Korea are lower than in most developed countries and a major price increase is believed to be effective in lowering the demand for cigarettes. However, it is hard to expect a significant price increase for cigarettes from any tax increases in the near future. The government has been reluctant to increase the price of cigarettes and cigarette companies and farmers of cigarette leaves also have influence on the government's policies on cigarette taxes.
