BMI expects Greece to spend up to US$5.7bn on defence in 2014. Between 2010 and 2013 we calculate that Greece has spent about US$6.6bn on defence on average annually during this period. For the remainder of the forecast period (2015-2018) we expect Greece to spend on average US$5.7bn on defence annually. We expect Greece to complete the forecast period spending up to US$5.9bn annually on defence in 2018. Despite the country's current serious economic problems, Greece is unusual as one of the members of NATO that routinely spends above the alliance's non-binding 2% of GDP defence spending target. Between 2010 and 2013, Greece spent an average of 2.5% of its GDP on defence. From 2015, we expect the proportion of its GDP which Greece spends on defence to decline slightly to an annual average of 2.4%.

BMI's Kuwait Defence & Security Report for Q114 examines the country's strategic position in the Middle East and globally. Kuwait continues to have a close defence relationship with the US and has reportedly increased the number of service personnel receiving training in foreign academies. In the last quarter, Kuwait has had yet another election, leading to the appointment of a new defence minister. Despite this - and ongoing sectarian tensions linked to the conflict in Syria - overall stability is such that continued defence links with the US and Western arms contractors will be maintained.

The growing assertiveness of Beijing and its military continue to represent the greatest threat to Taiwan's defence and security. Beijing's increasingly militaristic mindset, demonstrated by a ramping up of defence spending for 2014 as well as territorial assertiveness in the East and South China Seas is in stark contrast to the policies the Taiwanese government are pursuing. It will be interesting to see what this means for the cross-strait relationship. On the one hand, Taiwan's decision to scale back its armed forces in combination with a significant decline in defence imports may point to closer integration with China. Indeed, in Q114 China and Taiwan held the first government-to-government talks in 65 years, a highly symbolic development that opens up the possibility for some form of rapprochement. On the other hand, these cutbacks may signify Taiwan's increased reliance on the US, as a counterbalance to China, for its defence and security. Taiwan's various existing defence and security ties with the US reinforce the predominance of this relationship for Taipei.

Japan's deteriorating relationship with China has underpinned security and defence developments over the last quarter and more. At the Munich Security Conference in Q114, Chinese Vice- Foreign Minister Fu Ying said that the China-Japan relationship is 'at its worst'. This spiral of deterioration was initiated by China's declaration of an Air Defence Identification Zone (ADIZ) over disputed areas of the East China Sea, including the air space over the disputed Senkaku/Diaoyu islands.

By 2017, we expect the defence budget to have increased modestly to US$27.6bn, before it finishes the forecast period in 2018 at a level of US $28.4bn.
