Defence expenditure in Sudan has fluctuated markedly in recent years. In 2008, the country was spending around US$2.8bn per year on defence. Figures for 2013 indicate that Sudan has spent US$2.3bn on defence, leaving the budget largely unchanged from 2012. It is expected to maintain a defence budget of US$2.4bn in 2014, with this figure rising in 2015 to circa US$2.5bn. BMI expects the defence budget to experience a further rise in 2016 to US$2.7bn, before rising again to US$3bn at the end of the forecast period in 2017. BMI View: Over the course of Q313 large-scale protests and internal political turmoil have become the greatest threats to Thailand's security. At the end of December, Army chief General Prayuth Chan-ocha went so far as to warn of civil war if the political conflict persists. So far the protests have claimed four lives. As of December 2013, a political solution looked more distant than ever, with the main opposition Democrat Party announcing that it would boycott early elections called for February. This political deadlock risks further instigating instability beyond Bangkok. Thailand has largely been unaffected by the fallout following China's declaration of an Air Defence Identification Zone (ADIZ). Thailand, helped by the fact that it is not a claimant to any disputed territories in the South China Sea, enjoys relatively healthy relations with China- especially when compared to other countries in the region. Indonesia's region has been more stable in 2013, as the various parties to the territorial disputes in the South China Sea have focused more seriously on diplomacy. The one exception is the relationship between China and the Philippines, which is in a very poor state. However, China has included Indonesia in a recent round of intensive diplomacy and is eager to repair its regional reputation after appearing to overstep the mark in pressing its territorial claims. For its part, Jakarta has good relations with Beijing. We remain vigilant towards the Korean Peninsula in 2014, as North Korea's leader, Kim Jong Un, consolidates his power and the country prepares to reshuffle its leadership at a five-yearly meeting of parliament in April 2014. Kim Jong Un's true intentions remain opaque. Bud Anderson, a World War 2 pilot and American hero, served two combat tours, escorting heavy bombers over Europe, and the City of Auburn, along with other community volunteers, is working to honor his service. "Thanks to the work of Douglas Van Howd, a local artist, a life size statue has been created, depicting Col. Anderson and his famous P-51 Mustang. MassVentures, the venture capital arm of the Commonwealth of Massachusetts, named Metamagnetics as one of 10 winners of the 2013 START program. START is a $6 million initiative to help growing companies commercialize technologies developed under Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) contracts. Selected from more than 90 applicants, Metamagnetics received a grant of $100,000 under the 2013 Stage I program for its high frequency self-biased circulators. This is the second Stage I award for Metamagnetics. In 2012, the company won for its high frequency power cores program. Based on its success towards commercialization with the 2012 Stage I grant, it was one of five companies to receive a follow-on $200,000 START Stage II grant.
